Any person who owns or who has under his or her control any real property on which is located any septic tank, cistern or water or other well no longer in use shall abandon such unused septic tank, cistern or well in the manner provided in this Chapter.

Any person desiring to abandon a tank, cistern or well shall apply to the office of the Fire Marshal/Building Official and obtain a permit for abandonment.

The fee for a permit under this Chapter shall be one dollar.

Any permit under this Chapter shall state the following information and be in duplicate:
A. 
The name and address of the applicant;
B. 
The type and location of the structure of which abandonment is desired;
C. 
The conditions required by the City for satisfactory abandonment;
D. 
The date the work is to be completed;
E. 
An agreement by the applicant to perform as specified in the permit;
F. 
The signature of the City Manager and of the applicant.

All work under this Chapter shall be done by the applicant according to the specifications set forth in "Water Well Standards: State of California" (together with Appendices E, F and G thereof) dated February, 1968 and prepared by the State of California, Department of Water Resources, which standards are hereby adopted, by reference, in their entirety.
