For the purposes of this Chapter the following words and phrases shall have the meanings respectively ascribed to them by this Section:
"Master plan"
means those comprehensive long-term general plans for the physical development of the City officially certified as the "Land Use Plan" and the "Street and Highway Plan" of the City and on file with the City Clerk, together with maps and reports and all parts thereof, and all additions and amendments thereto.
"Official plan lines" and "plan lines"
means those lines designated upon the official maps as provided in this Chapter on file with the City Clerk, indicating the area reserved for future development of public streets or thoroughfares.
"Plan line"
means the boundary line between a proposed public street or widening of an existing street and private property.
"Planning Commission"
means the Planning Commission of the City.
"Street and Highway Plan"
means the Circulation Element of the Master Plan, consisting of a map entitled "Street and Highway Plan," showing the location of existing and proposed major thoroughfares in the City together with all parts, additions and amendments thereto, on file with the City Clerk.
"Street line"
means the boundary line between an existing public street and private property.
"Structure"
means a structure as defined in the Uniform Building Code adopted by Title 15, including swimming pools, retaining walls, stairways, any well and any underground storage facility in excess of one thousand gallons capacity; provided, that this term shall not include any structure or building existing on November 15, 1963, or trees, garden or agricultural crops or farm and front yard fences.

Proceedings for establishment of precise plan lines for future rights-of-way along any portion of streets or planned streets in the City may be initiated by the City Council or the Planning Commission in the manner set forth in sections 65650 et seq., of the Government Code of the State.

The plan line key map shows the entire thoroughfare plan area and delineates the plan line maps within the City shown by key numbers as follows:

Plan line map 1.0 shows Central Avenue from the east City limits at the proposed Bypass Freeway west to the west City limits at Bailey Road.
B. 
Plan line map 2.0 shows North Avenue from the east City limits at North Seventh Street to Bailey Road on the west City limits.
C. 
Plan line map 3.0 shows Pine Avenue from the east City limits on North Seventh Street west to North "Z" Street on the west City limits.
D. 
Plan line map 4.0 shows College Avenue from the east City limits at North Seventh Street west to the west City limits.
E. 
Plan line map 5.0 shows Laurel Avenue from North "H" Street west to the west City limits.
F. 
Plan line map 6.0 shows Chestnut Avenue from the east City limits at North Seventh Street west to North "H" Street.

Plan line map 7.0 shows Ocean Avenue (State Highway 154) from the east City limits west to the west City limits.

Plan line map 9.0 shows Seventh Street from East North Avenue south to East Olive Avenue.

Plan line map 10.0 shows "A" Street from the north City limits, East Central Avenue, south to East Olive Avenue.
K. 
Plan line map 11.0 shows "H" Street (Cabrillo Highway No. 1) from the north City limits south to East Olive Avenue.
L. 
Plan line map 12.0 shows "I" Street from West Ocean Avenue south to the City limits.
M. 
Plan line map 13.0 shows "O" Street from the north City limits south to West Olive Avenue.
N. 
Plan line map 14.0 shows "R" Street from West Laurel Avenue south to West Ocean Avenue.

A. 
From and after the effective date of any ordinance establishing plan lines, it shall be unlawful for any person to erect or remodel or alter any structure within the space between any street line and plan line or between any plan lines of proposed public streets or thoroughfares.
B. 
No permit to build any structure proposed to be erected or remodeled or altered within the spaces designated in this Section shall be issued and any permit issued shall be null and void.

A. 
Where practical difficulties, unnecessary hardship or results inconsistent with the general purposes of this Chapter may result from the strict application of any of the provisions thereof, a variance may be granted as provided in this Section.
B. 
Application for a variance shall be made to the Planning Commission, in writing, on a form provided by the Commission, accompanied by a fee of ten dollars. Application for a variance shall be accompanied by a written statement of the applicant providing evidence that practical difficulty, unnecessary hardship or results inconsistent with the general purposes of this Chapter occur through strict application of its regulations, together with any plans or documents showing details of the proposed variance.
C. 
If the Planning Commission finds that there are practical difficulties, unnecessary hardships or results inconsistent with the general purposes of this Chapter if its terms are strictly applied, and that material injury or detriment to the neighborhood or public welfare will not result from the issuance of a permit, it may recommend the application for approval and transmit the same together with its report and findings to the City Council.
D. 
The City Council after receipt of the report and recommendation of the Planning Commission, may authorize the issuance of a variance permit by resolution.
E. 
Any variance to the terms of this Chapter shall be subject to any conditions imposed thereon by the City Council.
