No person shall place, post, or display or circulate any sign, bulletin, announcement or other material advertising any garage or yard sale, as noted within this code section hereinafter referenced as "garage-sale sign," except in accordance with the following regulations:
(a) The number of allowed garage-sale signs shall be limited to one on-site sign and three off-site signs. Off-site garage-sale signs shall contain the address and date(s) of the garage or yard sale.
(b) On-site garage-sale signs shall not exceed four square feet in area and shall not exceed five feet in height above ground level. Off-site garage-sale signs shall not exceed two square feet in area and shall not exceed five feet in height above ground level.
(c) No garage-sale sign shall be placed, posted or circulated except on the day or days of the sale and two days preceding the sale, and all such signs shall be removed by eight 8:00 a.m. of the day following such sale.
(d) Off-site garage-sale signs may be placed on private property with the property owner's permission.
(e) No sign shall obstruct the vehicle sight distance area at intersections and driveways pursuant to section 33-1391(65) of the Escondido Subdivisions and Zoning Code.
(f) No garage-sale sign shall be placed within the public right-of-way or upon any public fixture that is located within a public right-of-way, including without limitation any utility pole, traffic sign or signal, streetlight pole, tree, bus or transit sign, bench or shelter, or any traffic control device or marker.
