A. It is unlawful for any person to enter,
be upon, or remain upon the premises of any parking garage, parking
lot, parking structure, or other parking facility owned by the city,
unless that person is on the premises for the purpose of parking a
vehicle or retrieving a vehicle.
B. It is unlawful for any person to access, enter, or be upon, or to park or stand any vehicle within, any portion of a parking garage, parking lot, parking structure, or other parking facility owned by the city where access of persons or parking or standing of vehicles has been prohibited, limited, or restricted pursuant to Section
10.58.110.
C. It is unlawful for any person to park or
stand any vehicle within any parking space or stall which is indicated
by signage or other marking(s) to be reserved for a specific city
official, employee, or department.
D. This section shall not apply to city employees
acting within the course and scope of their employment or any other
person specifically authorized by the city to enter any parking garage,
parking lot, parking structure, or other parking facility owned by
the city.

Whenever the city manager or his
or her designee determines that the orderly or efficient conduct of
city business requires parking or standing of vehicles or access of
any persons in any parking garage, parking lot, parking structure,
or other parking facility owned by the city to be prohibited, limited,
or otherwise restricted in any way, the city manager or his or her
designee is authorized to enact such prohibitions, limitations, or
restrictions for parking or standing of vehicles or access or any
persons, and is further authorized to take all steps reasonably necessary
to implement such prohibitions, limitations, or restrictions. Whenever
the city manager or his or her designee enacts a prohibition, limitation,
or restriction pursuant to this section, signage shall be installed,
posted, or displayed in the area of the prohibition, limitation, or
restriction that provides reasonably adequate notice that such parking
or standing of vehicles or access of any persons has been prohibited,
limited, or restricted.

Violation of any provision of this
chapter may be charged as an administrative citation, infraction,
or misdemeanor, at the discretion of the city attorney.
