Persons using blue curb parking spaces shall comply with the following:
A. 
Blue curb parking spaces shall be operative 24 hours a day; Sundays and holidays included.
B. 
Parking zones for the physically disabled are subject to any temporary parking prohibitions established by this city.

The city traffic engineer shall designate special blue curb parking spaces for the purpose of providing on-street parking for exclusive use by physically disabled persons.

The city declares that there are privately owned and operated parking facilities which may reserve parking stalls for exclusive use by physically disabled persons.

The city traffic engineer shall designate parking stalls or spaces in publicly owned, leased, or controlled off-street parking facilities for exclusive use of physically disabled persons.

A. 
On-street blue curb spaces. Blue curb spaces shall be indicated by blue paint on a curb edge of the paved portion of the street. For further identification, the international symbol of access may be painted on the blue curb in white followed by the word "ONLY." In addition, a sign not less than 17 inches by 22 inches with lettering not less than one inch in height shall be posted stating:

Unauthorized vehicles not displaying distinguishing license plates or placards issued for physically disabled persons will be issued citations.
2. 
Unauthorized vehicles not displaying distinguishing placards or license plates issued for physically disabled persons will be towed away at owner's expense. Towed vehicles may be reclaimed by telephoning the police department.
All signs shall be posted at a height of 80 inches from the ground.
B. 
Off-street/publicly owned facilities. Designation of blue curb parking stalls in publicly financed off-street parking facilities shall be made by posting immediately adjacent to, and visible from same, a sign consisting of the international symbol of access. In addition, a sign 17 inches by 22 inches must be posted either at the entrance to the parking facility or immediately adjacent to and visible from the reserved stalls, which states with lettering not less than one inch in height:
1. 
Unauthorized vehicles not displaying distinguishing license plates or placards issued for physically disabled persons will be issued citations.
2. 
Unauthorized vehicles not displaying distinguishing placards or license plates issued for physically disabled will be towed away at owner's expense. Towed vehicles may be reclaimed by telephoning the police department.
Note: The operator of the parking facility may then, and only after first contacting the police department, cause the removal of a violator's automobile from the stall to the nearest public garage.
All signs shall be posted at a height of 80 inches from the ground.
C. 
Off-street/publicly financed facilities. Designation of blue curb parking stalls in privately financed off-street parking facilities shall be made by posting immediately adjacent to, and visible from same, a sign consisting of the international symbol of access. In addition, a sign 17 inches by 22 inches in size with lettering not less than one inch in height:
1. 
Unauthorized vehicles not displaying distinguishing placards or license plates issued for physically handicapped persons will be towed away at owner's expense. Towed vehicles may be reclaimed by telephoning the police department.
2. 
This sign shall be posted at the entrance to the parking facility or immediately adjacent to, and visible from, the reserved stalls.
Note—The person in lawful possession of the parking facility may then and only after first contacting the police department, cause the removal of a violator's automobile from the stall to the nearest public garage.
A sign must be posted at the entry to all off-street parking facilities to the effect that the facility is subject to public traffic regulations and control. All signs shall be posted at a height of 80 inches from the ground.

A. 
Any person who has been issued a special identification license plate pursuant to Vehicle Code § 5007 or a distinguishing placard pursuant to Vehicle Code § 22511.55 or 22511.59 may apply to the city traffic engineer via an application form furnished by the city traffic engineer for the designation of an on-street accessible parking zone as a parking space reserved for disabled persons. Such application shall contain:
1. 
Evidence that the applicant is a full-time resident of the residential property in front of which the on-street accessible parking zone is requested;
2. 
Evidence from the California Department of Motor Vehicles of authorization to use disabled parking;
3. 
Evidence showing a need for accessible parking at the requested location;
4. 
Certification by the applicant that no existing on-street or off-street parking space meets his or her parking needs;
B. 
When any of the circumstances in the application change or cease to exist, the applicant shall notify the city traffic engineer.
C. 
The city traffic engineer is authorized to conduct reviews of eligibility and continuing need for the on-street accessible parking zone once every two years.
D. 
The city traffic engineer is authorized to remove accessible parking zones at any time if determined to be a safety hazard or it impedes necessary improvements or development with 30-day notice to the applicant.
E. 
The city traffic engineer is authorized to mark the curb with blue paint on the curb or edge of the paved portion of street adjacent to the space. In addition, the city traffic engineer shall install a sign posted immediately adjacent to and visible from the space. The sign shall consist of a profile view of a wheelchair with occupant in white on a blue background and shall clearly state the following: "Minimum Fine $250."
