The city's general municipal election shall be held on the first Tuesday after the first Monday in November of each even-numbered year to coincide with the statewide general election.

Not earlier than the one hundred twenty-seventh nor later than the one hundred thirteenth day before the general municipal election, the city clerk shall publish a notice of election at least once in a newspaper of general circulation pursuant to Section 12101 of the California Elections Code.

The notice must be entitled "Notice of Election" and must contain a statement of the following: (a) the time of the election; and (b) the office to be filled, specifying full term or short term, as the case may be, pursuant to Section 12101(a) of the California Elections Code.

The notice of the general municipal election shall be substantially in the following form:
Notice is hereby given that a ______ (general or special) municipal election will be held in the ________ of ________ on ________, the ________ day of ____, 20___, for the following officers: (name them).
