The provisions of this chapter shall only apply to the City Hall and library parking lots and driveways.

The purpose of this chapter is to reduce the risk of injury to members of the public due to vehicular traffic, reduce the city's exposure to liability, improve security and decrease the cost of maintenance and repair to city property.

The City Hall and library parking lots and driveways may only be used during city business hours by city personnel, city officials, city representatives or the visiting public exclusively, unless otherwise provided herein, for parking vehicles so that the occupant or occupants of a vehicle may participate in, engage in or conduct official city business.

A. 
General. No person shall use the City Hall and library parking lots and driveways in any manner inconsistent with this chapter.
B. 
Distributing Materials. No person shall distribute any leaflets, flyers, pamphlets, newspapers, magazines, advertising, merchandise, or any other items within or upon the City Hall and library parking lots or driveways.
C. 
Solicitation. No person shall solicit anything from any other persons within or upon the City Hall and library parking lots or driveways.
D. 
Signs. No person shall paint, mark or write on, or post, apply, affix or otherwise place any handbill, poster or sign upon any surface within or upon the City Hall and library parking lots or driveways.
E. 
Recreational Activities. No person shall ride any skateboard, scooter, or any other recreational devices within or upon the City Hall and library parking lots or driveways.
F. 
Unauthorized Parking. Any unauthorized vehicles parked in the City Hall and library parking lots or driveways in violation of the provisions of this chapter shall be impounded at the owner's expense.

A. 
Nothing set forth in this chapter is intended nor shall be construed to preclude or prohibit the city from conducting or performing any activity officially sponsored by or conducted by the city, within or upon the City Hall and library parking lots or driveways in a manner that poses no risk of harm to the general public caused by vehicular traffic.
B. 
Bicycles may be ridden within and upon the City Hall and library parking lots and driveways so that the rider may participate in, engage in or conduct official city business.

Any person found to be in violation of the provisions of this chapter be guilty of an infraction as set forth in Chapter 14.100.
