This chapter shall be construed to ensure consistency with the
requirements of the federal Clean Water Act and acts amendatory thereof
or supplementary thereto, applicable implementing regulations, and
the municipal National Pollutant Discharge Elimination System (NPDES)
permit, and any amendment, revision or reissuance thereof.
