Any person desiring to establish, reconstruct, maintain, lease, rent, alter or enlarge a mobilehome park shall meet or exceed the following design standards which are deemed necessary to provide a suitable residential environment.

No mobilehome park shall be planned or developed for an average density of more than seven mobilehome sites or units per gross acre, except that the Planning Commission may permit eight units per gross acre upon approval of the mobilehome park design.

Any mobilehome park established or reconstructed after the effective date of this title shall be developed on a parcel of land at least twenty acres in area. Mobilehome parks shall be located in accordance with all applicable City ordinances and State laws and shall be on sites properly graded to provide for adequate drainage, freedom from flood hazard and freedom from standing pools of water.

All mobilehome park developments shall be set back from the public street at least thirty feet. The area of setback from a public street excluding freeways shall be landscaped and screening shall be provided at the portion of the set back farthest away from the public street.

Site setbacks for mobilehome units, including covered attachments thereto, with the exception of carports, shall be measured from the mobilehome, as follows:

Park roadways shall be provided in each mobilehome park to provide reasonable and convenient traffic circulation. All such roadways shall satisfy the following requirements:
A. 
Park roadways shall be a minimum of twenty-five feet in width, from curb to curb; provided no parking is allowed thereon. Park roadways in excess of twenty-five feet in width may be required if deemed necessary by the Planning Commission to provide proper circulation within the park;
B. 
Pavement thickness shall be designed in accordance with the division of highways stabilometer method. Test data for the subgrade or basement soil will be furnished by the developer's engineer. Design shall be based on the native R-Value and a minimum traffic index of 3.5. The standards may be increased if deemed necessary by the Planning Commission to support the traffic to be served;
C. 
Minimum eighteen inches concrete rolled curbs and gutters shall be installed on both sides of all park roadways.

Automobile parking areas shall be provided in each mobilehome park and shall satisfy the following requirements:
A. 
There shall be established and maintained for each mobilehome site, a minimum of two automobile parking spaces for the use of the occupants of said mobilehome site. These spaces shall be located on the mobilehome site;
B. 
Each automobile parking space shall have dimensions of no less than nine feet wide by twenty feet long, plus additional area as is necessary to afford adequate ingress and egress;
C. 
No automobile parking spaces shall be located within the required park roadways;
D. 
There shall be provided at several locations throughout each mobilehome park, off street parking for guests and business visitors at the ratio of one space for every ten mobilehome units;
E. 
Automobile parking spaces shall be paved with a minimum of two inch thick plant mix surfacing or four inch concrete slab, plus such base course as may be required by standard engineering practice. Design shall be based on the native R-Value.

Uninterrupted walkways shall be provided in each mobilehome park to permit reasonable access to the main recreation areas from all mobilehome sites, service buildings, and other areas or buildings used by residents of the park.
Collector walkways serving service buildings, playgrounds and other general areas shall be at least six feet in width and individual entrance walks to each mobilehome site shall be at least three feet in width. All walkways shall be constructed of concrete.

All mobilehome sites shall be designed to provide for ground level entry into the unit at the main entry. This design shall be subject to approval of the Community Development Director or his or her designated representative. No slope from the main entry to the carport area shall exceed fifteen percent.

These shall be provided in the mobilehome park provided that they are properly screened by both architectural and landscaping elements. The aforesaid elements shall be to the approval of the Planning Commission.

Recreational areas shall be provided for in each development and shall contain at least two hundred square feet of improved recreational area for each mobilehome unit if no children are to be permitted in the development; and of the aggregate two hundred square feet, twenty-five square feet per unit shall be provided for the recreation building. If children are to be permitted, a children's play area of one hundred twenty-five square feet of improved recreational area for each mobilehome unit shall be provided additionally. If no recreational area is provided for children, the owner of the land shall covenant in writing with the City that in the event children are nevertheless allowed to reside in the mobilehome park, the required recreational area for children shall be provided by removal of the requisite number of sites or pads, and the area shall be improved to the approval of the Leisure Services Director.

Approved landscaping and screening shall be provided in each mobilehome park and shall satisfy the following requirements:
A. 
All areas in a mobilehome park not occupied by paved roadways or walkways, patios, mobilehome pads and other facilities shall be landscaped and provided with an approved sprinkler system. Furthermore, landscaped areas which are not developed as mobilehome sites shall be provided with an approved automatic sprinkler system;
B. 
Subsequent to the placement of a mobilehome on a site, all grading, installation of a sprinkler system and landscaping must be completed prior to occupancy. As a condition of any permit for mobilehome park development, the owner or developer may be required to give reasonable security to the City for the performance of site grading and the installation of the sprinkler systems and landscaping;
C. 
The outer boundaries of a mobilehome park shall be screened by a six-foot-high fence and screening of trees and other landscape elements approved by the Leisure Services Director and the Community Development Director, and planted in such proximity to each other so as to form a natural screen around the park boundaries. Where such boundary abuts a public street, the windbreak or belt of trees shall be located at the setback line. For purposes of this paragraph, freeways will be considered as outer boundaries and not public streets;
D. 
Native and ornamental trees shall be retained unless their removal is specifically approved by the Planning Commission;
E. 
Screen planting, masonry walls, or fencing shall be provided to screen objectionable views effectively within a reasonable time. Views to be screened include laundry drying yards, and other similar uses. Garbage and trash collection stations are required to be enclosed;
F. 
Size of landscaping is governed by Landscaping Policy, as adopted by the City Council;
G. 
It shall be the responsibility of the park management to see that the park landscaped areas are well kept. Failure to do so shall be cause for revocation of the permit to operate the park after hearing as herein provided.

A patio of concrete, redwood or other suitable material, having a minimum size of two hundred fifty square feet shall be installed on each mobilehome site adjacent to the mobilehome pad.

No outside storage shall be permitted on a mobilehome site except in a storage cabinet which shall have a maximum floor area of thirty-five square feet and not to exceed eight feet in height. In the event dead storage of boat and travel trailers is provided, a separate area shall be set aside within the mobilehome park for such purposes.

Illumination requirements for mobilehome parks are as follows:
A. 
Utility Building Lighting.
1. 
A minimum of five footcandles of light shall be maintained at entrances to utility buildings;
2. 
A minimum of ten footcandles of light shall be maintained at floor level within utility buildings;
3. 
All electrical equipment in a shower compartment shall be enclosed and gasketed;
4. 
All lights in utility buildings must be switched. No pull chains shall be allowed.
B. 
Yard Lighting. A minimum average of two-tenths footcandle of light is required for protective yard lighting the full length of all driveways and walk ways.

At least one public telephone per one hundred people shall be installed for the emergency needs and convenience of the mobilehome park residents.

Only those commercial activities that cater to the exclusive use of mobilehome park residents and their guests shall be permitted in a mobilehome park such as retail store operations or small cafes or restaurants. This does not prohibit the operation of coin-operated washing, drying and vending machines for use of park residents only, provided that the same are indoors. The commercial activities shall respect park rules and shall not operate during enforced quiet hours.
