It is unlawful for any person to keep or maintain or permit to be placed, kept or maintained, any trailer coach being presently used or any trailer coach intended for use for human habitation upon any lot, piece or parcel of land within the City unless the following conditions are adhered to:
A. 
Trailer coaches may be located and maintained for human habitation in the A (agricultural) district provided that:
1. 
The minimum site size per trailer coach is two and one-half acres±;
2. 
The location and occupation of any trailer coach shall be subsequent to the approval of a use permit by the Planning Commission;
B. 
Trailer coaches may be located and maintained for storage purposes in residential districts provided that:
1. 
Such trailer coach shall be kept or maintained in the rear half of a private residential building site;
2. 
Such trailer coach shall not be placed closer than ten feet to any building or closer than five feet to any property line other than a public street or alley line (See elsewhere in title for lots with double frontage);
3. 
None of the sanitary and cooking facilities in such trailer coach shall be used or connected to any utility system;
C. 
Trailer coaches may be located and maintained in the commercial and industrial districts of Union City, subject to the granting of a use permit.

It shall be the duty of the owner or operator of the mobilehome park to:
A. 
Be responsible for maintaining compliance with all sections of this article and of other pertinent laws and regulations pertaining to the use, operation and maintenance of such mobilehome park. Such owner or operator shall have a resident manager on duty at all times who shall be responsible for such compliance in the absence of the owner or operator;
B. 
Notification to Building Official of units moved in, removed, or relocated;
C. 
Keep a register of all persons, staying within the park, together with the home addresses, date of arrival, license number of the mobilehome, automobile(s), and the name of the state in which same are licensed, the mobilehome site to which they are assigned, and the date of departure;
D. 
Allow no more than one mobilehome on any one mobilehome site and to require that it be located on its respective site in compliance with the requirements of this title;
E. 
Require that any and all plumbing fixtures in use in any mobilehome be kept properly connected to the proper connections in the park's sewer service line, and to see that all sewer connections not in use are properly capped airtight;
F. 
Refuse to accommodate any mobilehome or trailer coach for which there is no available mobilehome site in the park.

All refuse shall be stored in metal or plastic waste containers. Such containers shall be located not more than three hundred feet from any mobilehome site and there shall be at least one thirty-gallon container for each mobilehome or as many more as shall be necessary to contain all wastes created on the park site.

All refuse shall be removed from the park at least once a week.
No refuse shall be incinerated, buried or otherwise disposed of on or from the premises of a mobilehome park.
