Any applicant aggrieved of the decision of the Director may appeal to the City Council who shall set the matter for hearing at its next regular Council meeting. The matter may be continued from time to time to offer the applicant the fullest opportunity to present evidence. Applicant may be represented by an attorney or any person or agent. The City Council shall give applicant ten days' written notice prior to the hearing. The City Council may affirm, modify or reverse the decision of the Director. The decision of the City Council shall be final.
