The public works department shall have charge of the functions assigned to the public works department by the charter.
The department shall be composed of the following sections: engineering section, administration section, building and safety section, project management section, integrated waste management section, traffic and transportation section, maintenance services section, and fleet and equipment management section.

A. 
The director of public works shall be the head of the public works department. For purposes of all improvement acts in the state streets and highway code, and construction of public improvements pursuant thereto, the director of public works shall be the maintenance services administrator and shall have and exercise all the powers and duties which the maintenance services administrator may possess by virtue of such acts.
B. 
The director of public works shall be an officer of the city.
