Public service department consumers' deposits may be returned to persons, entitled thereto by checks drawn on the public service consumers' deposit account. Such checks shall be signed by officers or employees designated by the council.

Whenever by any advice provided for as to the disposition of the money in the special deposit fund it appears that all or any part of such money is payable to the city, the director of finance and administrative services need not draw a warrant therefor but may transfer such amount by journal voucher to the proper fund.

All moneys paid into the special deposit fund provided for in the charter shall be repaid to the depositor thereof, or otherwise disposed of in the manner provided in this chapter; provided, however, that the section requiring deduction for clerical expense shall not be applicable and no deduction shall be made for that purpose in refunding special deposits of money received in its governmental or proprietary capacity in which such moneys are merely held by the city for return upon the happening of some contingent event, there being no inspection, review, checking of plans or like operations of the city entailing administrative overhead other than the receipt or payment of such moneys.

A. 
Each of the various city officers, commissions and chapters receiving money which belongs in the special deposit fund shall at the time of receiving any such money issue in triplicate a receipt showing the name of the depositor thereof, the amount deposited and the purpose for which the same was deposited, the date of the deposit, the officer, commission or chapter with whom such deposit was made and the name of the person who actually received the same.
B. 
One copy each of such receipts shall be furnished the depositor and the director of finance and administrative services and a copy shall be retained by the issuing officer, commission or division.
C. 
Any money so deposited shall be paid over to the city treasurer and there shall accompany the payment a summary of daily cash collections in which such deposits shall be listed.

When the depositor of any money placed in the special deposit fund shall become entitled to the return of the same, or when it shall be determined that the same has been forfeited or is to be applied in payment of any costs, charges or damages to guarantee which the same was deposited, the officer, commission or division by whom such special deposit was received from the original depositors thereof shall advise the director of finance and administrative services, in writing, of the disposition to be made of such special deposit, giving the names of the persons entitled to receive any part thereof and the amounts to be paid to such persons. Thereupon, the director of finance and administrative services shall draw his or her warrant on the treasurer for the payment of the amount of such special deposit, or any portion thereof, in the manner stated in the advice.
