For purposes of this chapter, pool shall mean any structure,
pond or enclosure designed or intended to contain or containing more
than 18 inches of water at any point including, but not limited to,
swimming pools, reflective pools, hot tubs, spas and decorative ponds.
All pools on private property shall be completely enclosed or protected
by a barrier or preventative measure adequate to prevent the entry
of small children, in accordance with the standards set forth for
swimming pools in the most current edition of the Glendale Building
and Safety Code.

It is unlawful for any person to drain a pool upon the private
property of another. Pool water discharge to the storm drain system
is prohibited unless the pool water has been dechlorinated and is
clean and clear, in accordance with standards set forth in this chapter.

Standing or stagnant water on private or public property, which may become a breeding source for mosquitoes, is hereby declared to be a public nuisance and an immediate threat to the public health, safety and welfare and shall be abated in accordance with the provisions set forth in Chapters
V and
VII of the Glendale Building and Safety Code.
