In compliance with federal regulations (24 CFR 570.208(b)(1)(i)) that require the city to have in place a definition of “blighted, deteriorated, or deteriorating area” as a condition for using federal Community Development Block Grant funds for city code enforcement activities, the city adopts the definition in Section 8.80.020 of this chapter.

means a location or region within the city characterized
by structures or properties of which 25% or more are substandard,
as defined in Volume V (“Housing Standards”), or Volume
VIII (“Commercial and Industrial Property Maintenance Standards”)
of the Glendale Building and Safety Code, 2013, or both, or in any
successor legislation.
