The transportation and parking commission is empowered to, and shall, by resolution, determine those streets or parts of streets upon which parking shall be limited in duration, times of day or days, and the traffic and transportation administrator shall designate such streets or parts of streets by appropriate signs, curb markings or other such markings.

The council shall, by resolution, determine parking lot restrictions and limitations and the traffic and transportation administrator shall designate such limits by appropriate signs, curb markings or other such markings.

A. 
When authorized signs or curb markings are in place on any street, part of a street, or a municipal parking lot, giving notice of parking limitations, no person shall stop, stand or park any vehicle in any such street, part of a street, or municipal parking lot, for a period of time longer than indicated by such signs or curb markings.
B. 
On any calendar day, successive acts of parking within a distance of 300 feet on any street, part of a street, or municipal parking lot, shall be deemed a single act of parking within the meaning of this section, subject to the longest parking limitation applicable to the portion of such street, part of a street, or municipal parking lot, lying between the parking places so used.

A. 
Definitions. For purposes of this section, unless otherwise apparent from the context, certain words, terms and phrases used in this section are defined as follows:
"Adjacent dwelling unit"
means a residential dwelling unit fronting upon or having direct access to a residential street by means of a front door, entry way or driveway or any combination thereof.
"Director"
means the director of public works or his or her designee.
"Guest"
means any person visiting a resident in any established preferential parking district or special preferential parking district, but shall not include any person enrolled in or attending events scheduled by any public or private educational institution, including, but not limited to, classes, workshops, seminars and sporting events.
"Health care guest"
means any person or firm who provides home care services including but not limited to: licensed practical nurses, registered nurses, home care aides, and social workers, physical therapists, occupational therapists, speech and language pathologists and registered dietitians. Services by a health care guest may include but are not limited to a combination of professional health care services along with life assistance services such as meal preparation, medication reminders, laundry, light housekeeping, errands, shopping, transportation, and companionship.
"Permittee"
means a person who has been issued a preferential parking permit or a special parking permit.
"Preferential parking district"
means a district of certain streets or portions thereof, which are designated by the transportation and parking commission as a preferential parking district in which certain vehicles displaying valid preferential parking permits shall be exempt from posted parking restrictions, or in which vehicles may not park unless an authorized permit or other indicia is displayed thereon, or unless such vehicle is otherwise exempt as provided in this section.
"Property owner"
means every person having record title as reflected on the latest property tax assessment roll.
"Resident"
means a person who lives in an adjacent dwelling unit located in a preferential parking district established or under consideration for establishment.
"Special preferential parking district"
means a residential area designated by the city council wherein vehicles displaying valid special preferential parking district permits are exempt from parking restrictions pursuant to this chapter; and due to exceptional and unique circumstances that do not apply generally to other areas of the city, is designated as a special preferential parking district for which special rules may apply.
B. 
Designation of Preferential Parking Districts and Special Preferential Parking Districts.
1. 
The transportation and parking commission may establish preferential parking districts and the city council may establish special preferential parking districts pursuant to this section.
2. 
In order to reduce the secondary impacts of the establishment of preferential parking districts, the transportation and parking commission may authorize the director to expand the area of any established preferential parking district to encompass other adjacent streets surrounding a district. Residents who desire preferential parking in said expanded area must first meet the prerequisites for establishment of preferential parking districts as set forth in subsection C. of this section.
3. 
For special preferential parking districts previously established by the city council, the director is authorized to administratively issue special preferential parking permits for any street or portions thereof in such districts provided residents who desire preferential parking in special preferential parking districts first meet the prerequisites as set forth in subsection C. of this section.
C. 
Prerequisites for Establishment of Preferential Parking Districts and Special Preferential Parking Districts.
1. 
In order to commence consideration of a preferential parking district or special preferential parking district, residents in the area shall provide a petition signed by residents living in at least 75% of adjacent dwelling units in the area proposed for designation. Petitions shall contain all of the following information:
a. 
Names, addresses and telephone numbers of each resident representing each dwelling unit;
b. 
The name and telephone number of a spokesperson who shall represent petitioners;
c. 
A statement that petitioners desire, agree and request preferential parking or special preferential parking privileges, a shortage of reasonable, available and convenient parking for adjacent residents exists, and the currently posted time limits are causing a hardship to petitioners; and
d. 
The desired posted time limits or hours wherein a preferential parking permit or special preferential parking permit would be required to be displayed.
e. 
In the event that a dwelling unit is vacant at the time of the survey, the property owner may sign the petition. If the property owner is not available, the dwelling unit may be excluded from the survey at the discretion of the director.
2. 
After the residents' petition has been submitted, the director shall study the proposed area and determine whether reasonably convenient parking is unavailable and whether more than 25% of the vehicles parked in the area under consideration are not registered to persons who reside in adjacent dwelling units.
D. 
Findings. The transportation and parking commission may establish a preferential parking district or the city council may establish a special preferential parking district upon finding all of the following:
1. 
A shortage of reasonably available and convenient parking for residents of adjacent dwelling units exists;
2. 
Residents representing at least 75% of adjacent dwelling units desire, agree and request the establishment of a preferential parking district; and
3. 
Current posted time limits are causing a hardship to said residents.
E. 
Notification. Upon the transportation and parking commission's decision to grant or deny establishment of a preferential parking district or the city council's decision to grant or deny the establishment of a special preferential parking district, the director shall send notices of such decision to all adjacent property owners or occupants.
F. 
Appeals from Transportation and Parking Commission Decision. Any resident aggrieved by the decision of the transportation and parking commission to grant or deny establishment of a preferential parking district may appeal said decision to the city council within the time and manner provided in chapter 2.88 of this code.
G. 
Posting Required. After exhaustion of all administrative appeals, the director shall designate established preferential parking districts and special preferential parking districts by placing and maintaining appropriate signs indicating that the parking of vehicles which do not display a permit issued for such district is prohibited and the hours and days when such parking is prohibited.
During the hours and on the days designated on such signs, it is unlawful for the operator of any vehicle to park such vehicle on any street in a preferential parking district or special preferential parking district unless there is displayed on such vehicle a valid permit issued for such district or such vehicle is otherwise exempt. The permit shall not exempt the vehicle from any other parking restrictions, regulations or laws.
H. 
Issuance of Permits.
1. 
Any resident of a designated preferential parking district or a special preferential parking district who owns or has control of a vehicle registered at an address in said district may apply for a preferential parking permit, to the director. Residents not owning or having control of a vehicle registered at an address in said district may apply for guest parking permits. The applicant shall provide the following information: name, address, telephone number, vehicle registration, if any, and a utility bill or property tax bill evidencing residence within said district. Upon approval of the application and payment of a preferential parking permit fee or special preferential parking permit fee as set forth below, the director shall issue a preferential parking permit, or special preferential parking permit, and/or guest parking permits granting said resident preferential parking privileges for one calendar year (January 1st through December 31st).
2. 
Except for residents in the South Brand Special Preferential Parking District, the director may issue no more than two guest parking permits at any one time to any resident. Guest permits shall be valid for one calendar year (January 1st through December 31st).
I. 
Exemption of Certain Vehicles. No person shall, without a preferential parking permit, park or leave standing any vehicle or trailer in a preferential parking district in excess of the parking restrictions authorized pursuant to this title, except for repair, maintenance, refuse, utility, fuel or delivery vehicles doing business in the preferential parking district or special preferential parking district.
J. 
Permit Fee. Prior to issuance of a preferential or guest parking permit in any preferential parking district or special preferential parking district, the applicant shall pay an annual fee for each calendar year which fee shall cover the cost of administering the preferential parking program. Preferential parking permit fees shall be in amounts established by resolution of the city council, shall be reviewed at least once annually, and recommendations for any changes shall be made to the city council. The schedule for such fees shall remain on file in the offices of the city clerk and the traffic and transportation division.
K. 
Designation of Special Preferential Parking Districts. Special preferential parking districts may be designated by the city council after which the director may issue or terminate parking permits pursuant to this section. Special preferential parking districts may be divided into zones for the purpose of administering preferential parking restrictions to address unique parking conditions or restrictions within a particular zone. The minimum area of said petition within a zone shall be no less than one individual street along one block. Petitions requesting preferential parking shall contain all of the information required by in subsection C. herein. After said petition has been submitted and reviewed by the director, special preferential parking permits may be administratively approved for the zone subject to said petition. The following special preferential parking districts are hereby established.
1. 
Glendale Community College Special Preferential Parking District.
a. 
There is established a Glendale Community College Special Preferential Parking District. Streets affected by the Glendale Community College Special Preferential Parking District are designated on the Official Glendale Community College Parking District Map which is on file in the office of the traffic and transportation division. The Glendale Community College Special Preferential Parking District is divided into four zones as reflected on said map. Special preferential parking permits within said zones may be issued by the director for pursuant to the requirements set forth in this section. In any zone of the Glendale Community College Preferential Parking District, residents shall submit a petition signed by residents living in at least 75% of adjacent dwelling units within said zone proposed for designation.
b. 
Due to exceptional and unique circumstances that do not apply generally to any other property within the Glendale Community College Special Preferential Parking District, director may issue special preferential parking permits to the principal of Verdugo Woodlands Elementary School for the exclusive use of said school's faculty, employees and volunteers. The specific streets shall be shown on a map on file in the office of the traffic and transportation division. The number of permits issued to the principal of the Verdugo Woodlands Elementary School shall be determined by the director.
2. 
South Brand Special Preferential Parking District. There is established the South Brand Special Preferential Parking District as identified on a map on file in the office of the traffic and transportation division. The South Brand Special Preferential Parking District is divided into eight zones as reflected on said map. Special preferential parking permits within said zones may be issued by the director for pursuant to the requirements set forth in this section.
a. 
Issuance of Preferential Parking Permits within the South Brand Special Preferential Parking District. In any zone of the South Brand Special Preferential Parking District, residents shall submit a petition signed by residents living in at least 66% of adjacent dwelling units within said zone proposed for designation.
b. 
Maximum Number of South Brand Special Permits. The director may grant to each permittee no more than three preferential parking permits.
c. 
South Brand Preferential Parking District One-Time Guest Parking Permits. A permittee of the South Brand Special Preferential Parking District may apply for one or more one-time guest parking permits to allow guest parking within the district for that permittee. Such requests may be granted on a case-by-case basis by the director. Upon approval of a guest parking permit request and payment of a fee, the director shall determine the number of one-time guest permits and under what conditions said guest permits may be issued.
d. 
Non-Resident Special South Brand Preferential Parking Permits. Any person who owns a business or is employed at a location within the South Brand Special Preferential Parking District, and owns or has control of a vehicle, may apply to the director for a special non-resident preferential parking permit. The applicant shall provide and certify under penalty of perjury the following information: name, business address, business and residence telephone numbers, vehicle registration number, and proof of employment located within the South Brand Special Preferential Parking District. The director may grant or deny such application based on criteria established by the director. Upon the director's approval of said application and the payment of a fee, the director may issue one permit granting said owner or employee preferential parking privileges for one calendar year. Said permit shall become null and void upon termination of said employment or business ownership. Said owner or employee shall return said permit to the director upon termination of employment or business ownership. The director shall determine the number of special preferential parking permits that may be issued for non-residents within any zone of the South Brand Special Preferential Parking District.
e. 
Regulations governing preferential parking areas currently existing at the time of the establishment of the South Brand Special Parking District shall continue to exist under their current parking restrictions. The director is empowered to revise, amend, expand or terminate said areas pursuant to the requirements of this section. Said areas shall be shown on a map on file in the office of the traffic and transportation division.
L. 
Temporary Special Event Guest Parking Permits. Except in the South Brand Special Preferential Parking District, the director may, upon request of a resident, approve and issue temporary guest parking permits whenever more than two guest parking permits are required for special events. Residents seeking temporary special event guest parking permits must contact the director at least two business days prior to the special event. No more than two special events requiring temporary special event guest parking permits may be issued to any one permittee during a calendar year.
M. 
Temporary Health Care Guest Parking Permits. For all preferential parking districts, the director shall have the sole discretion to issue temporary health care guest parking permits to residents in need of health care providers. A resident requesting such permit shall submit a verified statement under penalty of perjury to the director indicating the medical necessity of such temporary permit and the approximate period of time for which the permit would be needed. Other supporting materials may be requested to substantiate the need for said temporary health care guest parking permits.
N. 
Termination of Preferential Parking Districts and Special Preferential Parking Districts. For the termination of preferential parking districts, special preferential parking districts and portions thereof, residents shall submit a petition representing at least 75% of the adjacent dwelling units, the reason for requesting termination, the name, address and telephone number of each person representing each dwelling unit; and the name and telephone number of a spokesperson who shall represent petitioners. In the event that a dwelling unit is vacant, the owner may request or sign the petition.
1. 
Preferential Parking Districts. The transportation and parking commission is empowered to terminate a preferential parking district upon finding that residents representing at least 75% of the adjacent dwelling units within a specified preferential parking district request termination of the preferential parking district.
2. 
Special Preferential Parking Districts.
a. 
The city council may terminate an entire special preferential parking district upon consideration of a petition that meets the requirements of this section.
b. 
The director may terminate preferential parking on individual streets within any zone of a special preferential parking district upon consideration of a petition that meets the requirements of this section.
O. 
Penalties and Revocation of Preferential Parking Permits. It is a violation of this section for any person to use any preferential parking permit, special preferential parking permit, or guest parking permit in any district other than the district for which the permit was issued. It is unlawful to sell, rent, lease, transfer or duplicate any preferential parking permit, special preferential parking permit, or guest parking permit. In addition to the remedies provided herein, any preferential parking permit, special preferential parking permit, or guest parking permit may be revoked by the director upon a five day written notice, where it is determined that the permittee, guest or both, have violated any requirement established herein by this section.

No person shall sell, buy or use any preferential parking permit or special preferential parking permit except as provided in this chapter.

The transportation and parking commission is empowered to, and may, by resolution, determine that the stopping, standing or parking of any vehicle upon any street or part of a street is prohibited because of traffic congestion. The traffic and transportation administrator shall indicate such places by appropriate signs or curb markings.

When signs or markings authorized pursuant to the provisions of section 10.36.060 are in place, no person shall stop, stand or park any vehicle contrary to the directions or provisions of such signs or markings.

No person shall park any commercial vehicle more than five hours in any residential district except:
A. 
While loading or unloading property, and time, in addition to such five hour period, is necessary to complete such work; or
B. 
When such vehicle is parked in connection with, and in aid of, the performance of a service to or on property in the block in which such vehicle is parked, and time, in addition to such five hour period, is reasonably necessary to complete such service.

It is unlawful to stop, stand or park any vehicle in any street between the hours of when such street is posted with signs which give notice that parking is prohibited for street cleaning purposes.

When streets are posted as provided in Section 10.36.110 and the signs also give notice that vehicles parked thereupon will be towed away, and such signs are erected or placed upon the street at least 24 hours prior to the removal, any regularly employed and salaried officer of the police division may remove or cause to be removed any vehicle parked or left standing upon such streets so posted.

A. 
No person shall park or let stand any large vehicle, whether or not attached to a trailer or other device, on a public street for more than two hours except while loading or unloading property unless additional time is reasonably necessary to complete such work; or when such vehicle is parked in connection with or in aid of the performance of a service to or on property in the block in which such vehicle is parked, and additional time is reasonably necessary to complete such service. A permit for the parking of a large vehicle may be issued by the chief of police as set forth in section 10.36.140.
B. 
For the purposes of this section, a "large" vehicle is defined as any motor vehicle, house car, recreational vehicle, or trailer, which exceeds eight feet in width or eight feet in height or 23 feet in length. Such measurement shall include all fixtures, accessories or property, with the exception of single-post radio antennas and side mirrors.
C. 
Notwithstanding subsections A or B above, no personal watercraft, commonly known as jet skis, wet bikes or sea-doos (PWC), or boat, regardless of size, whether on or off a trailer, shall be parked or left standing on a public street for more than two hours, except while same is being loaded or unloaded. A permit for the parking of a boat or PWC may be issued by the chief of police as set forth in Section 10.36.140.

A. 
A permit for the parking of large vehicles, boats or personal watercraft during the time prohibited under Section 10.36.130 may be issued by the chief of police or the chief's representative upon application thereof. Each application shall be filed with the chief of police or the chief's representative upon a form to be furnished by the city and shall contain the following:
1. 
The name, residence and phone number of the applicant;
2. 
The license number, make, model and type of vehicle or craft for which the permit is requested;
3. 
The name and current address of the registered owner of said vehicle or craft;
4. 
The dates for which the permit is requested. Such dates shall consist of two 24 hour periods, to commence in all cases at 6:00 p.m. and to end in all cases at 6:00 p.m. the following day;
5. 
The application shall be accompanied by a fee of an amount to be established or modified by resolution of the city council, which fee shall be nonrefundable;
6. 
Such additional information as the chief of police or the chief's representative may require;
7. 
The application shall be signed by the applicant under penalty of perjury.
B. 
The chief of police or the chief's representative shall issue a permit hereunder if upon investigation the chief of police determines that the health, safety and general welfare of the neighborhood will not be adversely affected thereby. Such permit shall be displayed on the driver's side dashboard, windshield or instrument panel of the vehicle, boat or personal watercraft for which it is issued.
C. 
In no event may a permit be issued under this chapter more than once a month for the parking of the same vehicle.
