The owner of any bicycle desiring to register the same shall make application therefor to the chief of police of the city. The chief of police, if satisfied that the registration fee has been paid to the city clerk as required in section
10.60.040, is authorized and directed to register such bicycle by recording the date of registration, the number of such registration, the frame number of such bicycle, the make, type and model of such bicycle, the name and address of the person to whom such bicycle is registered and any further information which the chief of police may deem appropriate to aid in identifying such bicycle, and to issue as evidence of such registration a registration card, provided by the city, and registration indicia, obtained by the city from the state of California Department of Motor Vehicles, which shall bear the registration number and other such information as may be deemed necessary.
