(a)
The growth management guide for the city, entitled Foresight McAllen, attached hereto as exhibit A[1] and incorporated herein for all purposes, is hereby adopted as the growth management guide to be used by the planning and zoning commission, planning department staff, the city engineer, utility engineer and other applicable boards and city departments of the city relating to the growth of the city.

Envision McAllen, as adopted herein, is a guide to be followed under circumstances relating to the city growth, including the passage of ordinances and administration thereunder, and as such, this guide should be followed to the greatest extent practicable under the then existing circumstances, in order to accomplish an orderly growth for the city.
(c)
Envision McAllen, as adopted herein, is intended solely as a guide; it being the intent hereunder to use Foresight McAllen as a guide to establish the policies required to be adopted by ordinance by the city commission, and as a tool to determine the intent under which such ordinances are passed, and as a guideline to the interpretation and enforcement of the various codes and ordinances of the city.
