It is the intent of this division that the subdivision ordinance be carried out simultaneously with the review of the conditional use permit and site plan under other pertinent sections of this chapter.
(a) 
The plats required under this division must be submitted in a form which will satisfy the requirements for preliminary and final plats required under this chapter.
(b) 
Both this division and other sections of this chapter contain regulations which apply to such matters in the design of a planned development as streets and open spaces. In any planned development for which the provisions of the two are in conflict, the board of commissioners shall make the decision as to which shall prevail.
(c) 
No preliminary or final plat under this division shall be approved unless it is in full compliance with the approved site plan.
