For the purposes of this chapter, the following words and phrases shall have the meanings respectively ascribed to them by this section:
"Business district"
as defined in this chapter, means and includes any privately owned real property upon which a business-commercial development is situated, which development is open to the general public and primarily devoted to retail sales and services from shop(s) or store(s) situated therein, although it may also contain an office(s) and/or eating establishment(s), as well as other accessory uses compatible with a retail-sales shopping area.
"Skateboard"
means a mechanism having two or more sets of wheels, often resembling wheels on roller skates, which are fastened to a platform commonly constructed to accommodate a standing person. Skateboards are normally propelled by the operator pushing off the ground with one foot or by the force of gravity.

A. 
No person shall use or operate a skateboard upon the sidewalk or public plaza in any business district, or upon the inclined ramp or other inclined surface area of any city-owned property.
B. 
Any person upon a skateboard on, along or over pedestrian walk or pedestrian mall, parking lot or right-of-way not open to vehicular traffic shall exercise due care and shall yield right-of-way to pedestrians.
