Any person owning a bicycle propelled wholly or in part by muscular
power, first sold as a new bicycle in California on or after September
20, 1974, upon any of the streets of the city must obtain a license
therefor.

Every person requesting to have a license under this chapter
shall make application upon blanks furnished by the city.

The city shall provide a license tag, together with a registration
certificate therefor. One such tag shall be attached to the frame
of the bicycle. The licensee shall keep such license attached to the
bicycle throughout the existence of the license. The city shall keep
a record of the date of issue of each license, the license number,
the serial number of the bicycle, the make and type of the bicycle,
and the name and address of the licensee.

Whenever any person sells or otherwise disposes of a bicycle,
he shall endorse upon the registration certificate previously issued
for such bicycle a written transfer of same, setting forth the name,
address, telephone number of the transferee, date of transfer, and
signature of the transferor, and shall deliver the registration certificate,
so endorsed, to the licensing agency within ten days. Any person who
purchases or otherwise acquires possession of a bicycle shall, within
ten days of taking possession, apply for the transfer of license to
his own name.

Nothing in this chapter shall prohibit the city from stamping
numbers on the frames of bicycles on which no serial numbers can be
found or on which the number is illegible or insufficient for identification
purposes.

The fees required to be paid pursuant to the provisions. of
this chapter are as follows:
A. For
each new bicycle license and registration certificate, the sum shall
not exceed two dollars per year or any portion thereof.
B. For
each transfer of registration certificate, the sum shall not exceed
one dollar.
C. For
each replacement of a bicycle license or registration certificate,
the sum shall not exceed one dollar.
D. For
each bicycle license renewal, the sum shall not exceed one dollar
per year.

Bicycle licenses shall be renewed on January 1st of the third
year following the year of registration, to begin January 1, 1979.
Application for renewal of a bicycle license shall be made by presentation
of the registration certificate issued for the bicycle and by payment
of the fee for such renewal as provided in this chapter.

Notwithstanding the general penalty provisions of Title
14 of this Municipal Code, no fine imposed for any violation of this chapter shall exceed five dollars.
