The following words, terms and phrases, when used in this Chapter,
shall have the meanings ascribed to them in the Section, except where
the context clearly indicates a different meaning:
GARAGE SALES
Includes all sales entitled "garage sale," "lawn sale," "rummage
sale," "flea market sale" or any similar casual sale of tangible personal
property which is advertised by any means whereby the public at large
is or can be made aware of such sale.
GOODS
Any goods, warehouse merchandise or other property capable
of being the object of a sale regulated under this Chapter.
PERSON
Includes individuals, partnerships, voluntary associations
and corporations.

A. Garage
sales shall be permitted to any one (1) person only twice within a
twelve (12) month period. No garage sale shall be allowed for more
than three (3) consecutive calendar days.
B. There
shall be no more than two (2) garage sales during a twelve (12) month
period at a single location unless the ownership of the property at
the location shall have changed subsequent to a prior sale.
C. Anyone
desiring to have more than two (2) sales in a twelve (12) month period
must obtain a business license.

No person shall erect, place, post or mark any sign advertising
a garage sale on any public property, including street signs and posts,
traffic signs or posts or on any public utility pole. Any sign erected,
placed, posted or marked advertising such garage sale shall be placed
no longer than one (1) day before the sale and shall be removed on
or before the last day of such sale. The person responsible for conducting
such garage sale shall be responsible for removing any such sign.

A. The
provisions of the Section shall not apply to or affect the following
persons or sales:
1. Any person holding a garage sale as part of a community-wide event,
said event receiving prior approval by the Board of Aldermen. Examples:
100 Mile Garage Sale and the annual City-Wide Yard Sale.
