Undeveloped properties of one gross acre or more in size and
which are located northerly of the Whitewater River Channel shall,
upon development, provide sufficient on-site stormwater retention
for the volume of runoff resulting from a one-hundred-year storm with
a time duration which generates the maximum stormwater volume. Stormwater
runoff and volume calculation, retention location and method of storage
shall be performed to the satisfaction of the city engineer.
