The time in which any act provided by this Title 14 is to be done is computed by excluding the first day and including the last, unless the last day is a holiday which is also excluded. If the last day for the performance of any act set forth in this Title 14 is a holiday, then the time in which to perform the act is extended to and including the next day which is not a holiday. If the last day for the performance of any act provided by this Title 14 is Saturday or Sunday, then the time in which to perform the act is extended to and including the next Monday.

Nothing in this Title 14 is intended to prohibit or preclude the city from seeking and recovering any costs pursuant to Code of Civil Procedure Sections 1032 through 1033.5.

The amount of any fine or fee imposed by this Title 14 shall be deemed a civil debt owing to the city. An action may be commenced in the name of the city in any court of competent jurisdiction for the collection of the amount of any such delinquent or unpaid fine or fee, with any penalties applicable thereto as prescribed by this Title 14 or other enactment. The remedy prescribed by this section shall be cumulative, and the use of an action to collect such an amount as a debt by civil action shall not bar the use of any other remedy provided by this Title 14 or as otherwise provided by law.

The prevailing party identified in this Municipal Code shall be entitled to recover attorney's fees and costs as provided for in this Title 14.

Whenever in the Municipal Code or in any other ordinance of the city or in any order, rule or regulation issued or promulgated by any duly authorized officer or agent of the city, any act is prohibited or is made or declared to be unlawful or an offense, where no specific penalty is provided therefor, the violation of any such provision, shall be an infraction offense, punishable in the manner provided by this Title 14.

Whenever any act or omission is deemed unlawful pursuant to the Municipal Code or any other applicable law, rule, or regulation, the person responsible for violating the respective law, rule or regulation shall also include those persons causing, permitting, aiding, abetting, or enabling the subject violation, or concealing the fact that such violation occurred.
