In order to more accurately regulate and control the quality of workmanship and materials in new buildings within the city, and in order to protect the ultimate buyer from sharp building practices, and in order to expedite inspections thus facilitating the orderly and timely completion of construction projects, the city requires a resident inspector for each building project in which the total estimated construction cost exceeds one hundred thousand dollars including on- and off-site improvements, excluding owner-builder single-family residences.

The resident inspector assigned to each project by the building official shall devote so much time to each project as determined by the building official in order to accomplish the objective set forth in Section 15.24.010.

When, in the opinion of the building official, circumstances exist indicating that it would be in the best interests of the city to waive the requirement of resident inspector, he or she may do so with the approval of the director of planning and development.
