The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
Litter
means any paper, trash, napkins, straws, cups, or containers made of paper, plastic, or other similar material, bottles, glass, candy or gum wrappers, remnants of food, goods or remnants or parts thereof, or any material of an insanitary or unsightly nature.
Parking area
means any area or premises in, at, or adjacent to a restaurant, drive-in restaurant, store, retail or wholesale business establishment, used, designed or intended for the parking of vehicles, and also means a privately owned or publicly owned accessway or parking area commonly used by the general public without charge, maintained for the convenience of customers, clients, patients, members or patrons of one or more business establishments, public offices and organizations.

No person may throw or deposit any litter, or allow litter to come to rest on a parking area.

It shall be the duty of the owner, lessee, operator, or person in charge of any parking area to clean the premises and to remove all litter therefrom and place such litter in receptacles within 30 minutes after the daily closing time of the business utilizing such parking area for its customers. If the business operates continuously without closing, then the operator, owner, lessee, or person in charge of such business shall clean the premises and remove all litter therefrom and place it in receptacles at 11:00 a.m. and 11:00 p.m. of each day. It shall further be the duty of the owner, lessee, operator or person in charge to prevent any litter on the premises from being blown upon or come to rest upon the streets of the city, or upon any private property in the city.

It is hereby declared to be the duty of the owner, lessee, operator, or person in charge of any business and adjacent parking area to provide on the premises not less than two receptacles for the receipt of litter to be used by its patrons and customers. If more than two receptacles are required to hold all the litter from the premises that may be placed therein, then it shall be the duty of the owner or operator to furnish such additional number of receptacles as are necessary to contain such litter.
