Selected officers and employees of the city shall give bonds for the faithful performance of their duties, payable to the city, in the minimum penal sums established by resolution of the Council.

Pursuant to Section 14 of the Charter, official bonds must be approved by the Council and such approval must be endorsed thereon and said bonds filed by the City Clerk.

The conditions of official bonds must be that the principal will well, truly and faithfully perform all official duties now or hereafter required of him or her by laws of this state and the Charter and ordinances of this city. Such bonds must be signed by the parties and at least two sureties or a surety company.

The Council must not accept or approve any personal bond unless the same is accompanied by an affidavit of each surety that the employee or officer is a resident and householder or freeholder of the county and is worth the sum specified in the bond, over and above all his or her just debts and liabilities, exclusive of property exempt from execution, but when there are more than two sureties thereon, they may state in their affidavits that they are severally worth amounts less than the amount specified in the undertaking, or bond, if the whole amount be equivalent to that of two sufficient sureties.

All official bonds must be in form joint and several and made payable to the city with such penalty and conditions as are required by this chapter.

Every official bond executed by any officer pursuant to law is in force and obligatory and upon the principal and sureties thereon for any and all breaches of the conditions thereof committed during the time such officer continues to discharge any of the duties of, or holds the office. This is true, regardless of whether such breaches are committed or suffered by the principal officer or his or her deputy, assistant or clerk.

A. 
As an alternative to complying with the requirements of Sections 2.16.010 through 2.16.070, if the city is insured under a government crime insurance policy or employee dishonesty insurance policy (including faithful performance) with a policy limit in an amount not less than the amount approved by resolution of the City Council, that insurance policy shall satisfy the requirements of City Charter Section 14 for specified city officers to give faithful performance bonds.
