A. 
There shall be a Community Development Director who shall have the authority and duties prescribed by the Charter, this code, or by the City Council or City Manager. The Community Development Director shall supervise and coordinate the administration of the following operational divisions:
1. 
Land use planning, zoning, subdivision, and environmental matters;
2. 
Building code compliance (including supervision of building inspection personnel); and
3. 
Code enforcement.
B. 
The Community Development Director shall be appointed by the City Manager, and may be removed by the City Manager at any time. The Community Development Director position is created by the authority given the Council by Section 75 of the Charter, and shall not be subject to the provisions of Section 76.1 of the Charter.
