Chapter 2.40: PUBLIC WORKS DIRECTOR AND CITY ENGINEER

§ 2.40.010 Public Works Director—General duties.

The Public Works Director shall have the authority and duties prescribed by the City Manager, in accordance with this code, the charter, and the classification specification approved by the City Council, related to: development engineering; capital improvement program management; construction management and building inspection; streets, sidewalks and hardscape maintenance, facilities maintenance; and collection systems, and electrical maintenance.

The City Manager shall designate in writing the person or persons duly licensed and authorized to perform the responsibilities of a city engineer and a city surveyor, in accordance with California Government Code Section 66416.5, and Section 16.08.035 of this code. The City Manager may designate the Public Works Director, or a person or persons under the management of the Public Works Director, to perform the responsibilities of the city engineer or the city surveyor.

§ 2.40.020 Public Works Director—Supervision of work on streets.

The Public Works Director shall, under the direction of the City Manager, oversee and control all of the work and labor done on the streets of this city and see that said works is in conformity with the laws of this state and ordinances of this city.

§ 2.40.030 Public Works Director—Duty to make repairs and improvements.

The Public Works Director shall make all repairs and improvements of the streets and waterfronts of this city when directed to do so by the City Manager or Council.

§ 2.40.040 Public Works Director—Enforcement of street regulations—Reports of defects.

The Public Works Director shall see that all laws and regulations relating to the construction, maintenance and conditions of streets in this city are enforced and shall report all defective conditions and damages to the City Manager immediately.

§ 2.40.050 City Engineer—Duty to make maps, surveys, plats, charts, etc.

The Public Works Director or City Engineer shall make any and all surveys, plats, maps, charts, diagrams, and plans and specifications required for the use of the city by the laws of this state, this code or ordered by the City Manager or Council and shall certify the same and the field notes thereof made by them in their official capacities.

§ 2.40.060 City Engineer—Duty to furnish information for streets, public works.

The Public Works Director or City Engineer shall, when required by the City Manager or any street contractor for public work, furnish all of the lines, grades, measurements and calculations for any streets or public works.

§ 2.40.070 City Engineer—Duty to place monuments.

The Public Works Director or City Engineer when ordered by the City Manager or Council, shall place monuments in initial points for the purpose of measurement of grades at such points.
