In order to meet the need for a Community Redevelopment Agency to function in the city, the Napa Community Redevelopment Agency is created and activated.

A.
The Council is, pursuant to the provisions of Section 33200 of the State Health and Safety Code, declared to be the Community Redevelopment Agency in which all rights, powers, duties, privileges and immunities vested by the Community Redevelopment Law shall be vested.
B.
Notwithstanding the provisions of subsection A of this section, if any member of the Council presents a written statement to the Council stating he or she does not wish to serve on the Community Redevelopment Agency, the Council may appoint a replacement to serve out the term of the replaced member or operate with a four-member agency.

The City Manager shall make recommendations and conduct studies relating to the redevelopment program of the city and shall report on its relation to the General Plan and other planning programs and policies of the city. The City Manager shall act as executive director of the Napa Community Redevelopment Agency and be responsible for having the policies and functions of the agency carried out, including submission of an annual budget for the agency.
