The City of Napa parking and business improvement area No. 1 (the "area") is established and within the area Benefit Zone No. 1 and Benefit Zone No. 2, and each of them, are established.

The boundaries of the area and of Benefit Zone No. 1 and Benefit Zone No. 2 are as described in Resolution No. 87-19 of the City Council declaring intention to establish parking and Business Improvement Area No. 1, adopted on January 6, 1987, and in Ordinance No. 3067 of the City Council establishing Parking and Business Improvement Area No. 1, adopted on February 3, 1987.

A. 
The business in the area shall be subject to the provisions of the additional tax provided in Part 5 of Division 18 of the State Streets and Highways Code.
B. 
The businesses in Benefit Zone No. 1 of the area shall be subject to the provisions of the additional tax provided by said part.
C. 
The businesses in Benefit Zone No. 2 of the area shall be subject to the provisions of the additional tax provided by said part.

A. 
The additional rate of the license tax to be imposed on the businesses in Benefit Zone No. 1 of the area shall be 70% of the existing business license tax imposed on each business pursuant to this code.
B. 
The additional rate of the license tax to be imposed on the businesses in Benefit Zone No. 2 of the area shall be 40% of the existing business license tax imposed on each business pursuant to this code.

A. 
The revenues from the additional license tax imposed on the businesses in Benefit Zone No. 1 of the area shall be used for the acquisition, construction and maintenance of parking facilities for the benefit of Benefit Zone No. 1.
B. 
The revenues from the additional license tax imposed on the businesses in Benefit Zone No. 2 of the area shall be used for decoration of any public place in Benefit Zone No. 2, promotion of business events which are to take place on or in public places in Benefit Zone No. 2 and the general promotion of retail trade activities in Benefit Zone No. 2.

Ordinance No. 3067, adopted February 3, 1987 amending sections of this chapter shall take effect July 1, 1987 for the quarter ending June 30, 1987.
