The following provisions of this chapter establish special funds
which must be separately accounted for by the City Auditor.

All money received by the city which is not specifically allocated
to a special fund by ordinance or by resolution of the Council shall
be allocated to the general fund. All money in the general fund may
be expended for any proper municipal purpose.

All money received in and from the operation of the city water
system shall be allocated to the water fund and such money shall be
used only for the maintenance and operation of the city water system,
including expenditures necessary for water bond interest and redemption,
and interest payments on water deposits.

All money received by the city as deposits for water service
connections pursuant to Title 13 of this code shall be allocated to
the water deposit fund and money in this fund shall be retained by
the city and expended only to pay the city when depositors fail to
pay for water furnished, service charges or the costs of collection
thereof.

All money required by Section 95 of the Charter and all operational
revenue of the Recreation Department shall be allocated to the recreation
fund and expended only in such manner as indicated by said Charter
section.

All money received by the city from the state as the pro rata
share of said city in the state gasoline tax, shall be allocated to
the special gas tax improvement fund and shall be expended only in
the manner provided by law.

Of the total amount of fines and forfeitures received by the
city under Section 1463 of the State
Penal Code, that proportion which
is represented by fines and forfeitures collected from any person
charged with a misdemeanor under the State
Vehicle Code following
arrest by an officer employed by the city, shall be paid into the
treasury of the city and deposited in a special fund to be known as
the "traffic safety fund," and shall be used exclusively for official
traffic-control devices, the maintenance thereof, equipment and supplies
for traffic law enforcement and traffic accident prevention, and for
the maintenance, improvement, or construction of public streets, bridges,
and culverts within the city, but the fund shall not be used to pay
the compensation of traffic or other Police Officers. The fund may
be used to pay the compensation of school crossing guards who are
not regular full-time members of the Police Department of the city.

All money required by Section 95.1 of the Charter shall be allocated
to the emergency medical technician services, "paramedics" fund and
expended only in such manner as indicated by said Charter section.

In addition to the funds mentioned herein, there shall be established
those funds necessary to properly account for any special revenues
as required by the state codes, and such funds as may be required
from time to time by administrative order of the City Manager to promote
operating efficiency and administrative control.
