As used in this chapter:
"Mello-Roos Act"
means the Mello-Roos Community Facilities Act of 1982 (Chapter 2.5, commencing with Section 53311 of Part 1, Division 2, Title 5 of the California Government Code), as amended from time to time.

A. 
The City hereby avails itself of the alternative method of financing certain public capital facilities and services as set forth in the Mello-Roos Act. The City Council may authorize the financing of certain public capital facilities or services pursuant to the Mello-Roos Act, whenever the Council determines by resolution that it is necessary or desirable to do so.
B. 
Whenever the City forms a community facilities district pursuant to this chapter, the City Council shall act as the legislative body for the district.
