A.
The City hereby avails itself of the alternative method of financing certain public capital facilities and services as set forth in the Mello-Roos Act. The City Council may authorize the financing of certain public capital facilities or services pursuant to the Mello-Roos Act, whenever the Council determines by resolution that it is necessary or desirable to do so.
B.
Whenever the City forms a community facilities district pursuant to this chapter, the City Council shall act as the legislative body for the district.
