Copies of all ordinances and resolutions pertaining to this
title, in addition to the official copies on file in the office of
the City Clerk, shall be kept on file in the office of the Traffic
Engineer and shall be open to public inspection.

It is a misdemeanor for any person to do any act forbidden or
fail to perform any act required in this title.

No person shall willfully fail or refuse to comply with any
lawful order of a police officer or Fire Department official when
directing traffic.

The driver of any vehicle shall obey the instructions of any
official traffic-control device applicable thereto placed in accordance
with the traffic ordinances of this city unless otherwise directed
by a police officer, subject to the exceptions granted the driver
of an authorized emergency vehicle when responding to emergency calls.

The provisions of this title shall apply to the driver of any
vehicle owned by or used in the service of the United States Government,
this state, any county or city, and it is unlawful for any said driver
to violate any of the provisions of this title except as otherwise
permitted in this title or by state statute.

The provisions of this title, regulating the parking or standing
of vehicles shall not apply to any vehicle of a city department or
public utility while necessarily in use for construction or repair
work or any vehicle owned by the United States while in use for the
collection, transportation or delivery of United States mail.
