A. 
The following words and phrases when used in this title shall for the purpose of this code have the meanings respectively ascribed to them in this chapter.

Whenever any words or phrases used in this title are not defined herein, but are now defined in the State Vehicle Code, such definitions are incorporated herein and shall be deemed to apply to such words and phrases used herein as though set forth herein in full.

"Alley" means any named or unnamed public way having less than 22 feet roadway width which has not been designated a street.

For the purpose of traffic and parking enforcement pursuant to this title, "holidays" are as established in this section: (1) Saturday and Sunday; (2) January 1st; (3) Martin Luther King Jr. Day; (4) President's Day; (5) Memorial Day; (6) July 4th; (7) Labor Day; (8) Admission's Day; (9) Columbus Day; (10) Veteran's Day; (11) Thanksgiving Day and the day following; and (12) Christmas Day. For enforcement purposes, the holiday shall be the day so stated, or the Friday before or Monday following, if that is the day designated as the observance day for the indicated holiday.

"Loading zone" means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials.

Whenever certain hours are named in this title, they mean standard time or daylight saving time as may be in current use in this city.

"Official traffic-control devices" mean all signs, signals, markings and devices not inconsistent with this title placed or erected by authority of a public body or official having jurisdiction for the purpose of regulating, warning or guiding traffic.

"Official traffic-control signal" means any device, whether manually, electrically or mechanically operated, by which traffic is alternately directed to stop and proceed and which is erected by authority of a public body or official having jurisdiction.

"Park" means to stand or leave standing any vehicle, whether occupied or not, otherwise than temporarily for the purpose of and while actually engaged in loading or unloading of passengers or materials.

"Parkway" means that portion of a street other than a roadway or a sidewalk.

"Passenger loading zone" means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers.

"Pedestrian" means any person afoot or who is using a means of conveyance propelled by human power other than a bicycle.

"Person" includes every natural person, firm, co-partnership, association or corporation.

"Police Officer" means every officer of the Police Department of this city.

A. 
"Stop" when required means complete cessation of movement.
B. 
"Stop" or "stand" when prohibited means any stopping or standing of a vehicle, whether occupied or not, except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic-control device.

"Traffic" means pedestrians, ridden or herded animals, vehicles and other conveyances either singly or together while using any street for purposes of travel.
