It is unlawful for any person to run or propel any railroad
car, locomotive, handcar or any train of cars, at a greater speed
than 25 miles per hour at any place within the city.

It is unlawful for any person to switch any railroad car or
locomotive or any train of cars either over or across any street in
the city without first placing or stationing a flagger or person to
warn persons approaching said street or crossing of the approach of
such railroad car, locomotive or train of cars and causing such flagger
or person so placed to remain at said street crossing during all the
times such switching is being done; except that this section shall
not apply when such crossing is protected by an automatic crossing
signal.

No person shall drive any vehicle through, around or under any
crossing gate or barrier at a railroad grade crossing while such gate
or barrier is closed or is being opened or closed.

No person shall operate any train or train of cars, or permit
the same to remain standing, so as to block the movement of traffic
upon any street for a period of time longer than five minutes.
