The city may, by resolution, make such further regulations of bicycles as it is empowered to do by the State Vehicle Code, including, but not limited to, designating the issuer of bicycle licenses, setting license fees, determining fines for violations not in excess of $10.00, and establishing regulations governing the licensing of transferred bicycles.
