This title, Title 17 of the Municipal Code of the City of Napa
(NMC), shall be known and cited as the City of Napa zoning ordinance,
or the zoning ordinance.

The zoning ordinance shall consist of the following components:
A. A map,
or set of maps, known as the zoning map, delineating the boundaries
of zoning districts in the City of Napa.
B. Regulations,
known as zoning regulations, governing the use of land and placement
of buildings and improvements within the various districts. Such regulations
shall include, but not be limited to, property development standards
for each district, general site and use regulations, parking standards,
and procedures for administering the ordinance.

The purposes of the zoning ordinance are to:
A. Protect
and promote the public health, safety, morals, peace, prosperity and
general welfare.
B. Promote
and implement the goals and policies of the City of Napa General Plan,
so as to guide and manage future development in the city in accordance
with such Plan.
C. Encourage
orderly, compatible and beneficial uses of land.
D. Minimize
conflicts that might result from incompatible and inappropriate land
uses.
E. Maintain
and enhance the desirable character of the city and its various neighborhoods
and areas.
F. Promote
a safe, effective traffic circulation system, and maintain acceptable
local circulation system operating conditions.
G. Provide
adequate, safe and effective off-street parking and loading facilities.
H. Prevent
and lessen the human and property loss resulting from fires, floods
and other hazards.
I. Facilitate
the provision of adequate community facilities such as schools, parks
and open space, streets, fire protection and other public improvements.
J. Protect
agricultural uses outside the rural urban limit from incompatible
and deleterious activities.
K. Preserve,
protect and enhance the environment of the city.
L. Promote
a variety of housing types to meet housing needs.
M. Provide
for effective citizen participation in decision-making.

The zoning ordinance has been prepared in accordance with the
following principles:
A. This
title is based on the General Plan of the city.
B. Development
standards contained in this title are based on contemporary planning
practices.
C. Uses
which by their nature or location in a district may adversely affect
nearby uses unless designed, situated or operated in a particular
manner shall be permitted only as "conditional" uses subject to a
discretionary use permit.
D. Procedures
are included for the review and approval of large scale, integrated
mixed use or other innovative projects.

It is the policy of the city as expressed in the General Plan
that this title be consistent with and implement the General Plan,
in terms of compatibility with the goals, policies, general land use
descriptions and programs specified in the General Plan. (As a Charter
City, the city is exempt from the provisions of
Government Code Section
65860.)
This title recognizes the supremacy of the General Plan. If
an inconsistency between this title and the General Plan should arise,
the General Plan shall prevail over this title; the city shall, in
good faith, make every effort to resolve the inconsistency within
a reasonable period of time. Any amendment of this chapter shall be
consistent with the General Plan.
