The Stockton Police Department Senior Cadet Unit is hereby created. The number of cadets in said unit shall be fixed and determined by the City Manager. Said cadets shall be appointed by the City Manager and shall be under the direction of the Chief of Police.

Whenever herein the following terms are used, they shall have the meaning ascribed to them in this section, unless otherwise apparent by the context:
"Cadet"
means a member of the Stockton Police Department Senior Cadet Unit.
"Chief"
means Chief of Police of the City of Stockton.
"City Manager"
means City Manager of the City of Stockton.
"Unit"
means the Stockton Police Department Senior Cadet Unit.

To be eligible to membership in said unit, applicant must;
A. 
Be not less than 18 years or more than 23 years of age.
B. 
Be enrolled at San Joaquin Delta College or other accredited institution, majoring in Administration of Justice, or related field, or possess an associate or higher degree in Administration of Justice, or related field.
C. 
Have a good moral character.
D. 
Have a clear police record, both juvenile and adult.

The Chief shall, by rule, prescribe the qualifications and standards by which application for membership in said unit shall be governed and persons possessing said qualifications and conforming to said standards, may be appointed to said unit by the City Manager.

Cadets shall perform only such public service duties as may be ordered and prescribed from time to time by the Chief.

In addition to the duties ordered and prescribed by the Chief, the unit is hereby assigned the duty of preparing against perils of civilian life and property that may be expected to result from attack from or during war or from any disaster that may threaten lives and property in the City.

Cadets suffering injury arising out of and in the course of duties assigned to them by the Chief, are entitled to such medical care, hospitalization, and other benefits as the City may, by ordinance, provide and/or to such benefits as said cadets shall be entitled to under the Labor Code of the State.

The uniforms, badge and equipment to be worn and carried by the cadets, shall be prescribed by the Chief.

No cadet shall receive any compensation from the City for any service rendered, but in the event of injury or death to a cadet while he or she is discharging duties assigned to him or her by the Chief, said cadet or his or her beneficiaries shall be entitled to benefits provided by the Labor Code of the State.

The City Manager, upon recommendation of the Chief, may dismiss a cadet from the unit, without any hearing whatsoever, and each cadet shall have the right to resign from said unit at any time.

The Chief is hereby authorized, directed and empowered to prepare and promulgate such rules and regulations and revisions and amendments thereof, as may be, in his or her discretion, necessary to carry out the express intent set forth in this chapter.

It is unlawful for any person to falsely impersonate or represent him or herself to be a cadet, or to wear, use or possess a badge used by the unit.
