The Stockton Redevelopment Commission is hereby created on April
1, 1975, pursuant to California
Health and Safety Code Section 33201.

As used in this chapter, the following definitions apply:
"Agency"
means the Redevelopment Agency of the City of Stockton, a
public entity.
"Member"
means a member of the Stockton Redevelopment Commission.
"Redevelopment"
means the planning, development, replanning, redesign, clearance,
reconstruction or rehabilitation, or any combination of these, of
all or part of a survey area, and the provision of such residential,
commercial, industrial, public, or other structures or spaces as may
be appropriate or necessary in the interest of the general welfare,
including recreational and other facilities incidental or appurtenant
to them.

The functions of the Commission shall include, but not necessarily
be limited to, the following:
A. Recommend
urban renewal and redevelopment project areas and contemplated actions
for necessary improvements.
B. Prepare
a redevelopment plan for each project area, hold and conduct hearing
thereon, adopt and submit such plan, together with a report, to the
Agency and City Council, pursuant to all of the provisions, requirements
and procedures of Article 4 (commencing with Section 33330) of Chapter
4, Part I, Division 24 of the
Health and Safety Code of the State.
C. Screen
and recommend purchasers and developers for land to be disposed of
by the Agency.
D. Review
and approve developers' plans for construction on such land and make
recommendations thereon to the Agency.
E. Review
and recommend contracts for services.
F. Review
and recommend contracts for site improvements, construction and property
appraisals.
G. Perform
such other advisory and appellate functions as may be delegated from
time to time to the Commission by the Agency or City Council.

The City Council shall appoint the first chairperson from among
the members. The term of office of the chairperson shall be for the
calendar year, or for that portion remaining after he or she is appointed
or elected. When there is a vacancy in the office of chairperson the
Commission shall elect a chairperson from among its members. Upon
appointment of the first chairperson, he or she shall forthwith call
an organizational meeting of the Commission at which the members shall
elect a vice-chairperson, determine the time, place and frequency
of meetings, and adopt rules of procedure for the conduct of Commission
business. The Commission may do any other things necessary or proper
to carry out its functions.

Five members of the Commission appointed by the Mayor subject
to the approval of the City Council, shall serve as the Relocation
Appeals Board for the City and the Redevelopment Agency of the City
and shall perform the duties provided for under Section 33417.5 of
the California Heath and Safety Code.
