If any title, chapter, section, subsection, sentence, clause or phrase of the South San Francisco Municipal Code is for any reason held to be invalid, such decision shall not affect the validity of the remaining portions of the South San Francisco Municipal Code.

The city council hereby declares that it would have adopted the South San Francisco Municipal Code, and each title, chapter, section, subsection, sentence, clause or phrase thereof, irrespective of the fact that one or more titles, chapters, sections, subsections, sentences, clauses or phrases be declared invalid.
