There is established a free public library in and for the city in accordance with an Act of the Legislature of the State of California entitled “An Act to Provide for the Establishment and Maintenance of Public Libraries within Municipalities” approved March 23, 1901, and all Acts amendatory and supplementary to the Municipal Libraries Act pursuant to Education Code Section 18900, et seq.

The public library shall be managed by a board of trustees consisting of five members who are residents of the city. The city council shall appoint the trustees.

The trustees shall hold office for three years and until a successor is appointed and qualified, except that commencing January 1, 1977, the first term shall be six months for trustee No. 1, one year and six months for trustees Nos. 2 and 3, and two and one-half years thereafter for trustees Nos. 4 and 5, as described in this section, which description establishes the base dates for future appointments. The council may designate the respective trustees presently serving or appointed prior to January 1, 1977, to fill each of the trustee’s offices described in this section and until so designated the trustees presently serving or appointed prior to January 1, 1977, shall continue in their respective offices unless a successor has been appointed and qualified.
(a) 
Trustee No. 1. Six months commencing January 1, 1977, and ending June 30, 1977;
(b) 
Trustee No. 2. One and one-half years commencing January 1, 1977, and ending June 30, 1978;
(c) 
Trustee No. 3. One and one-half years commencing January 1, 1977, and ending June 30, 1978;
(d) 
Trustee No. 4. Two and one-half years commencing January 1, 1977, and ending June 30, 1979;
(e) 
Trustee No. 5. Two and one-half years commencing January 1, 1977 and ending June 30, 1979.

Trustees shall be limited to four consecutive terms. For purposes of calculating consecutive terms, service of at least eighteen months plus one day during a term shall be counted as a complete term; all prior continuous service of existing trustees shall be counted. Upon serving the maximum number of consecutive terms, a trustee shall not be eligible for re-appointment to the library board of trustees for a period of two years. If a vacancy occurs on the board, the city council shall appoint an individual to serve the remaining unexpired term of the former incumbent.

In January of each year at the regular meeting set by the board of trustees, the trustees shall elect a president, president pro tem, and secretary for a term of one year. The president pro tem shall serve in the absence of the president.

(a) 
The board of library trustees shall meet at least once a month at such times and places as they may fix by resolution. Special meetings may be called at any time by three trustees by written notice served on each trustee at least twenty-four hours prior to the time specified for the proposed meeting and to each person who has requested in writing notice of such meeting, and said notices shall comply with Government Code Section 54950 et seq., also referred to as the Ralph M. Brown Act or Secret Meeting Law.

If the day designated as a regular, adjourned regular, special or study meeting falls upon a legal holiday, the board shall meet upon the next succeeding day which is not a holiday, unless otherwise ordered by the commission.

Trustees shall receive compensation for their services as provided for in Chapter 2.84.

(a) 
The city clerk shall establish and maintain a record of the names, addresses, telephone numbers, dates of appointment and dates of termination of each trustee, and the names of the president and president pro tem, and the dates of their election and termination in those offices.

The clerk shall give the council written notice of the expiration of a trustee’s term sixty days prior thereto.
