It is unlawful for any person to park or stand any vehicle in
a disabled persons’ parking zone unless the vehicle bears a
special license plate or displays a special placard issued under the
provisions of Section 9105 or Section 22511.5 of the California Vehicle
Code. Any person violating the provisions of this chapter is guilty
of an infraction and subject to being cited for the violation and/or
having the vehicle removed from the stall or space designated for
disabled persons, to the nearest garage at the vehicle owner’s
cost and expense.

The traffic engineer may designate special on-street parking
spaces for exclusive use by disabled persons. Such spaces shall be
operative twenty-four hours a day, Sundays and holidays included,
except when temporary parking prohibitions are established. Designated
spaces shall be identified as required by
Vehicle Code Section 22511.8.
