It is the obligation of every person, firm or corporation to whom or to which a building permit may be issued to cause any sidewalk, curb, gutter or pavement, which may become injured by reason of, or in connection with, any construction work which may be undertaken or performed by the holder of such permit, to be repaired and to be cleaned, to the satisfaction of the superintendent of streets of the city.

At the time of the issuance of any building permit, the applicant shall deposit with the building inspector of the city cash in the amount of one hundred fifty dollars for each building for which a permit has been requested for the purpose of indemnifying the city against any and all expenses of repairing such sidewalks, curbs, gutters or pavement, and the expense of cleaning such sidewalks, curbs, gutters or pavement, except that where the width of the lot exceeds fifty feet the deposit shall be a minimum of three dollars per foot frontage. Where application is made for the construction of more than five buildings, the applicant may deposit with the building inspector a bond to be executed by the applicant and sureties to be approved by the building inspector, in such an amount as may be required by the building inspector, under the terms of this chapter, which bond shall be conditioned for compliance with the provisions of Section 13.12.010. Any person, who may sign such bond as a surety, must make oath that he is the owner of land situate in the county of San Mateo, state of California and that he or she is worth the amount of such bond, over and above all his or her liabilities and property exempt from execution. The building inspector may waive the deposit of the cash or bond as herein provided, on application of a permit for small alteration work when, in his or her opinion, constructing of the work will not cause damage to sidewalks, curbs, gutters and pavements, as set forth in this chapter.

It shall be the duty of the holder of any building permit to notify the superintendent of streets of the city when such holder has completed the work provided for in the permit. No sum of money, deposited with the building inspector pursuant to the provisions of Section 13.12.020, shall be refunded to the holder of any permit until the superintendent of streets has issued his or her certificate showing full compliance with the provisions of Section 13.12.010 by the holder of such permit.
