Unless the provision or the context otherwise requires, as used
in this Charter:
(a) “Shall”
is mandatory, and “may” is permissive.
The violation of any provision of this Charter shall be deemed
a misdemeanor and be punishable upon conviction by a fine of not exceeding
Five Hundred ($500.00) Dollars or by imprisonment for a term of not
exceeding six months or by both such fine and imprisonment.
If any provision of this Charter, or the application thereof
to any person or circumstance is held invalid, the remainder of the
Charter, and the application of such provision to other persons or
circumstances, shall not be affected thereby.
