There is hereby adopted by the city a volunteer fire department policy and procedure manual for the purpose of establishing rules, policies and procedures for the general operation of the city volunteer fire department. One (1) copy of the policy and procedure manual is on file in the office of the city secretary, and one (1) copy is on file in the office of the fire chief, and the same is hereby adopted and incorporated as fully as if set out at length herein.

(a) 
Assignment pay.
(1) 
Paramedic in the amount of $200.00 per month is hereby authorized for firefighters assigned to perform or instruct paramedic duties as assigned by the fire chief. Paramedic assignment pay will be calculated on a biweekly basis and will be paid at the amount of $92.31 per biweekly check.
(2) 
Fire investigator in the amount of $200.00 per month is hereby authorized for firefighters who have a peace officer certification and conduct arson investigations with arson investigation duties as assigned by the fire chief. Fire investigator assignment pay will be calculated on a biweekly basis and will be paid in the amount of $92.31 per biweekly check.
(3) 
Fire on-call pay for the fire marshal's office in the amount of $50.00 per week is hereby authorized for firefighters who work in the fire marshal's office and are assigned to an on-call term as assigned by the fire chief. Fire on-call assignment pay will be calculated on a weekly basis.
(4) 
Staff/administrative pay in the amount of $100.00 per month is hereby authorized for firefighters who are assigned to work Monday through Friday, a forty-hour week schedule. Staff/administrative assignment pay will be calculated on a biweekly basis and will be paid in the amount of $46.15 per biweekly check.
(5) 
Shift commander pay in the amount of $100.00 per month is hereby authorized for fire captains who are assigned to serve as shift commander. Shift commander assignment pay will be calculated on a biweekly basis and will be paid in the amount of $46.15 per biweekly check.
(6) 
Field training paramedic in the amount of $100.00 per month is hereby authorized for firefighters who have been assigned field training paramedics duties as assigned by the fire chief. Field training paramedic assignment pay will be calculated on a biweekly basis and will be paid in the amount of $46.15 per biweekly check. This field training paramedic assignment pay is in addition to the paramedic assignment pay.
(b) 
Certification pays for firefighters certified under the Texas Commission on Fire Protection (TCFP) only for the highest amount of certification obtained, in the following amounts:
(1) 
$50 per month for intermediate firefighter (paid $23.01 biweekly).
(2) 
$100 per month for advanced firefighter (paid $46.15 biweekly).
(3) 
$150 per month for master firefighter (paid $69.23 biweekly).
(c) 
Certification pay.
(d) 
Eligible pay types are authorized by city council below for firefighters. Seniority pay - lateral entry (prior firefighter experience):
(1) 
Seniority pay is authorized by § 143.041(c)(1), Texas Local Government Code.
(2) 
Applicants for entry-level firefighter positions shall be eligible for special seniority pay for lateral entry if they have continuous service as a paid, full-time employment as a structural firefighter with a TCFP regulated entity with equivalent, or larger department demographics, current TCFP structural firefighter certification and current TxDSHS EMT-B certification or higher. Out-of-state applicants must meet the same criteria. A lateral entry candidate shall not have more than a 30-day break in service from the time the applicant left the qualifying fire service agency and the time the applicant receives a conditional job offer with the city fire department.
(3) 
Starting pay: Lateral entry firefighters who have full-time service as a structural firefighter with a TCFP-regulated entity with equivalent; or larger department demographics, current TCFP structural firefighter certification, and current TxDSHS EMT-B certification or higher shall be placed at the step in the fire pay schedule commensurate with their qualified complete years of experience up to, but not exceeding, the rate of pay specified in beginning pay level of step C.
(4) 
Departmental seniority impact: The lateral entry program described in the subsection is for seniority pay purposes only to determine placement into the existing pay schedule. Actual work experience in another fire department will not be considered for promotional eligibility requirements, departmental seniority, or transfers. Departmental seniority for lateral entry firefighters and re-appointed firefighters will begin on their most recent civil service hire date with the city fire department.

The following classifications of firefighters in the fire department shall exist effective on and after the following dates set forth herein under the provisions of Texas Local Government Code, chapter 143. These classifications and no others shall exist effective on and after the dates set forth herein, with the number shown indicating the number of positions in each classification.
