No dog shall be left abandoned in a public park by tethering
such dog to any object. Such dog shall not be deemed abandoned if
its custodian is within sight and voice command distance of such tethered
dog.

Except in an area specifically set aside and designated by the
city council as a “dog park,” or “off-leash”
area, no person owning or having charge, care, custody, or control
of any dog shall cause or allow, either willfully or through failure
to exercise due care or control, to be or run at large in or upon
any public place or premises, or in or upon any private place or premises
other than those of said owner except with the consent of the person
in charge of said place or premises, unless such dog is securely restrained
by a substantial leash not to exceed six feet in length and is in
charge and control.

Pursuant to Food and Agriculture Code Section 30954, it is unlawful
for any person to permit any female dog which is owned, harbored,
or controlled by him or her, to run at large at any time during the
period when the dog is in heat or breeding condition.
