The City Council of the City of Norwalk, pursuant to the provisions of Article 2 of Chapter 1 of Part 1 of Division 1 of Title 5 of the Government Code, hereby adopts that certain document entitled "The Norwalk Municipal Code" containing certain ordinances of a general and permanent nature, as compiled, consolidated, codified, and indexed in Titles 1, 2, 3, 4, 5, 6, 8, 9, 10, 12, 13, 15, 16, 17, and 18, inclusive. Three copies of said code have been and are on file in the office of the Norwalk City Clerk.

It shall be sufficient to designate any ordinance adding to, amending, or repealing the Code, or portions thereof, as an addition or amendment to, or repeal of, the "Norwalk Municipal Code" or a portion thereof.

Title, chapter and section headings contained in this Code shall not be deemed to govern, limit, modify or in any manner affect the scope, meaning or intent of the provisions of any title, chapter or section in this Code.

References in City forms, documents and regulations to the chapters and sections of the former City Code shall be construed to apply to the corresponding provisions contained within this Code.

Effect of Code on Past Actions and Obligations. The adoption of this revised Code shall not effect:
A. 
Any offense or act committed or done or any penalty or forfeiture incurred or any contract or right established or accruing before the effective date of the ordinance codified in this chapter;
B. 
Any prosecution, action, suit or other proceeding pending or any judgment rendered on or prior to the effective date of the ordinance codified in this chapter;
C. 
Any right of franchise conferred by the City Council;
D. 
Any right, right-of-way or easement acquired or established in any street, road, highway or other public place within the City;
E. 
Any ordinance of the City providing for laying out, opening, altering, widening, relocating, straightening, acceptance or vacation of any street, road or highway within the City;
F. 
Any ordinance or resolution of the City promising or guaranteeing the payment of money by or for the City or authorizing the issuing of bonds or other evidence of the City's indebtedness, or any contract or of obligation assumed by the City;
G. 
The annual budget appropriation ordinances or resolutions, and all ordinances and resolutions appropriating or transferring funds;
H. 
The administrative ordinances or resolutions of the City Council not in conflict or inconsistent with the provisions of the Municipal Code;
I. 
Any ordinance or resolution of the City Council fixing the compensation or salaries of the City officials and employees or the pay and compensation of positions and clerical employment which are not provided for in the Municipal Code, and which are not in conflict or inconsistent therewith;
J. 
Any ordinance or resolution of the City Council creating employment, positions, or offices and fixing duties therefor which are not provided for in the Municipal Code and which are not in conflict or inconsistent therewith;
K. 
Any ordinance of the City Council adopted upon final passage after the fifth day of September, 2008.

If any section, subsection, sentence, clause, phrase or portion of the ordinance codified in this chapter is for any reason held to be invalid or unconstitutional by the decision of any court of competent jurisdiction, such decision shall not affect the validity of the remaining portions of the ordinance codified in this chapter. The City Council hereby declares that it would have adopted the ordinance codified in this chapter and each section, subsection, sentence, clause, phrase, or portion thereof, irrespective of the fact that any one or more sections, subsections, phrases, or portions be declared invalid or unconstitutional.

The ordinance codified in this chapter shall become effective and be in full force and operation from and after 30 days after its final passage and adoption.

The City Clerk shall certify to the passage and adoption of the ordinance codified in this chapter of said City, and shall make minutes of the proceedings of the City Council at which the same is passed and adopted.
