As used in this chapter the following meanings apply:
"Business"
means and includes any type of product, goods, service, performance or activity which is provided or performed, or offered to be provided or performed, in exchange for money, labor, goods or any other form of consideration.
"Solicit"
means and includes any request, offer or enticement which announces the availability of employment, money, property, or other thing or action or any request, offer or enticement which seeks to purchase or secure employment, money, property or other thing or action. As defined in this section, a solicitation shall be deemed complete when made, whether or not an actual employment relationship is created, a transaction is completed, or an exchange of money or other property takes place.

It is unlawful for any person, while standing or walking on any portion of the public right-of-way, including, but not limited to, public streets, sidewalks and driveways, to solicit, or attempt to solicit, contributions of money or other property, from any person traveling in a vehicle along a public right-of-way, including, but not limited to, public streets, highways or driveways.

Persons found in violation of this chapter shall be guilty of an infraction and subject to the penalties provided in Section 1.16.010(C) of the Norwalk Municipal Code.
