The registered owner of a vehicle shall pay vehicle impound and storage fees established from time to time by resolution of the City Council when an employee or the Los Angeles County Sheriff's Department or the City impounds a vehicle within the City pursuant to proper legal authority.

No vehicle impound and storage fees shall be imposed whenever the Los Angeles County Sheriff's Department or City Public Safety Department impounds a vehicle for one of the following reasons:
A. 
The vehicle was stolen from the registered owner;
B. 
The registered owner or driver of the vehicle was the victim of a crime and abandoned the vehicle as a result of the crime;
C. 
The vehicle was impounded solely to be used as evidence;
D. 
The vehicle was impounded in connection with an arrest of the driver for a violation of Vehicle Code Section 23152 and the driver was released pursuant to Penal Code Section 849(b)(1); or
E. 
Whenever the City Manager finds that neither the registered owner nor a person the registered owner authorized to drive the vehicle was responsible for the act which caused the vehicle to be impounded.
